Avedisian said that the changes were discussed and approved in committee, and a copy of the recommendations had been in the senators' mailboxes for a "couple of days." Prior to the vote, Frank Aviles, senator at large, post 5, voiced concern that more time should be al lowed for the changes to be reviewed but no effort was made to po a pone or delay the action. In a voice vote, the recommendations of the committee were approved as re¬ quested with no dissenting votes cast. After.the vote, Senate Pro Temp Sean Ford asked that the secretary's minutes re¬ flect the votes for approval in committee and in the senate were both unani-mous. According to Senator of Social Sci¬ ences Bill Lerch, a member of the legal and legislative committee, he was not present at the meeting when the changes were discussed and only received the list Monday afternoon. "This is corrupt politics," said Lerch. "How can you have a discussion when you haven't even had a chance to read it? This is just another action to take 'power away from the students," Lerch said after reviewing the changes. Other changes limiting powers The powers of the legislative vice president, the second ranking executive officer, have been changed to include: ■Will still appoint members of the senate to standing ASI committees, except for the finance and budget committee. ■All senatorial appointments to committees must now be approved by the senate. •Deletion of certain administrative and oversight duties of the office. Administrative vice president ■ The administrative vice president, the executive officer charged With producing the ASI budget and overseeing fiscal matters, will see a substantial increase in powers, including: ■Will now appoint the four senate members to the finance and budget committee, which he chairs. •Those appointmenis are the only ones not subject to approval of the senate. ■Will interview and hire all ASI student assistants, and assign and supervise their work. •Will be charged with finding and enforcing fiscal policy violations, activities previously shared with the president and legislative vice president According to Avedisian, the power to remove senators currently exists in the bylaws, and it was felt that power should be extended to executive officers as well. Removal of the right of the president to alter an approved budget will prevent actions, like some in the past, in which outgoing presidents have retaliated against measures they opposed with a veto or change, Avedisian said. The abolishment of the student court, deemed "useless" by Avedisian, would not appear to have much impact on day-to-day operations of the ASI. The court, the final authority on inter¬ pretation of ASI bylaws, has not heard a case in more than two years, and only three cases within the last six years, according to Avedisian. Two of those de¬ cisions were ovenurned, and the other one "ignored," said the senate pariimentarian. "The senate can lake care of everything within itself," Avedisian said.
