Summing up his sentiments on Con¬ gress, Ford added, "We need to get a balance back in the relationship between Congress and the White House." Ford prefaced the other main topic:—the state of the economy—by saying, "Ameri¬ cans have spent too much, imported too much and saved too little." In his only negative critique of the Reagan Administration, Ford said, "I must say I'm disappointed in the perform¬ ance of the management of our federal budget in the last five or sue years." In his comments. Ford pointed to the steady increase of the federal budget defi¬ cit, which climaxed at $226 billion in 1986. Ford said, that, despite these problems, he feels good about America, pointing to I applaud President Reagan's increase in our military strength —Gerald Ford the lowest unemployment rate in 15 years. In approaching the federal deficit dilemma. Ford asserted that the Congress and the president should be equal partners. "We have to look at programs that are cost efficient because we're facing a cris¬ is,1" he declared In pointing to the controversial mili¬ tary buildup of the last eight years. Ford said he strongly favors and encourages the bolstering of the military. "I don't want to mislead you. I was a hawk, I am a hawk and I always expect to be a hawk and I have no apologies for that," said Ford, drawing applause from the capacity crowd. "It is absolutely essential that we maintain a sufficient military capability.'' Ford related his strong military defense advocacy to the Reagan Administration and said, "I applaud President Reagan's increase in our military strength." He explained that the stark increase in America's military might induce the Sovi¬ et Union to agree to limit and ultimately reduce the military hardware worldwide. In response to the recent Soviet lead in reduction of military weapons and their advocacy of glasnost—openess and peris- troika—reform, Ford acknowledged a change in Russia's attitudes but warned that it should be taken with a grain of salt "There hasn't been much implementa¬ tion so far," he said of the "good inten¬ tions." He added, "It is better to be prepared to meet the new circumstances than to plunge in or rush in without being properly prepared to negotiate," he commented, while adding, "We have a totally different situation with Mr. Gorbachev in charge" Pointing to the potential benefits of Gorbachev's reformist and more comtem- porary views. Ford predicted, "It would be in the best interest of the Russian people and the Western industrialized nations if all of the things that Gorbachev says will materialize." Ford, emphasized, however, that Gorba¬ chev's willingness to alter the path toward peace should be combined with U.S. preparedness. He is optimistic toward the way President Bush is handling the situ¬ ation. -/ "There is no question in my mind that [President] Bush and his administration will be prepared in the proper time to • negotiate a significant reduction in nuc¬ lear weapons."
