Instead, I plan to state my Ideas about FSC, and the relationship of the student body to student government. In past years, It seems that many students have lost Interest never replaced. A special meeting of the newly elected student Senate on aSun- day afternoon, an all-day session of the Board on publications ln an off-campus fraternity house, and finally an announcement by Fresno State College President Norman A. Baxter that funds for the paper were being restored, climaxed nearly two months of uncertainty about the Collegian's future. The paper's troubles began July 2 when former ActlngPres- Ident Karl L. Fa] withhold portions i Collegian budget because, he said, ln his opinion the newspaper had been *lrresponslble.» Portions of the paper's budget withheld by Falk, Included allocations for printing, photography, editors and reporters grants and other Items necessary for publication of the Collegian. Falk charged the CoUegian, which ls financed by student body fees and advertising revenues, had violated the Canons of Journalism and standards established by the California State College Board of Trustees. He said he was withholding the paper's funds 'until a later date,* and would recommend to the next president (Baxter) that before approving funds •he meet with the Board on publications to establish guidelines for the operation of the Collegian.* According to the Fresno Bee, a spokesman for Falk charged that the Collegian had been "editorializing ln news content, using unacceptable language and was biased ln Its news coverage." The spokesman also stated that the paper represented a small group of students, was pollUcal ln nature and had not tried to cover the ■spectrum of campus events." Falk's acUon, he contended, was aimed at ^constitution ot the Boardon pubUcatlons In the fall to establish "new guidelines." Dan Safreno, 1969-70 Boardon PubUcatlons chairman, and Burton Swope, faU editor-elect for the Dally CoUegian, promptly labeled Falk's acUon "out-and- out censorship* aimed at coercing the new Board on PubUcaUons Into accepUng "new and restrictive guldeUnes," and declared they were taking legal acUon to regain the funds. Making good on that promise, a suit was filed ln Superior Court July 13 by Swope and other CoUegian staff members naming Falk and Fresno State College as defendents. The suit branded Falk's acUon a restraint on the CoUegian's freedom of speech and of press, and •stated that Falk's acUonln withholding funds was' prompted by the paper's severe criUcism Notice Messages for all.campus publications may be left ln the new CoUegian editorial and staff offices located ln the Old Book- Offlclally recognized campus publications are the student Directory, Backwash, The Campus and the Dally Collegian. On July 28, Swope announced that 'attempts had been made to settle the CoUegian Issue out of court* with newly appointed FSC President Baxter but they had not proved ■fruitful.* Therefore, he said, ne was naming Baxter as co-defendant ln the suit. Swope said he and his attorney had met with 'Baxter and his attorney briefly the morning of July 28, and has been told Baxter would only discuss the Collegian issue with the new Board on PubUcaUons, If and when It was reconsUtuted.
