Democracy: To Be or Not to Be John T Flynn, in the August number of Tht Bamier's Digest, has some interesting things to ssy about how the Federal government has tsken a page, perhaps even several chapters, from Samuel Insult's experience at evading Fed- era! laws and the Constitution through manipulation of corporation law Here is how it works In 1932 Congress crested the Reconstruction Finance Corporation for the purpose of lending money to banks and other such financial institutions faced with dis aster in the early 1930s After a new administration came into power, the RFC became authorized ro borrow money from the Treasury without specifying the use ro which the money wss to be put Senaror Byrd says rhat so far rhe RFC has borrowed 14 billion dollars, in this manner and by astute manipulation has built this sum up to 4tS billion dollars.
