In his charges Williams states further. "I have asmuchormore experience as an acting sergeant as any of the competitors who were rated higher than me." Listing five months of orflclally recorded and paid time as acting sergeant and the percentage of his present duty time spent performing full duties of sergeant on a non-credit basis. "We were not appointed by the state, we were appointed by the City of Fresno and we should do our own work independent of FEPC or spoken bishop.
