"The court is Involved ln determining Its procedures," said Associated Student Body President David Price Hi. "Whether we're golns to see anything coming out of the court this fall on the Issue, I really don't know." The members of the court have met twice since their appointment two weeks ago. Sharon Weber, a designated non-voting representative on the court, said they received a "complaint" from student senator David Davenport which introduced the Good-Nlkssarlan Issue. In summation, the complaint said: •The office of legislative vice- president is constitutionally vacant, and should be declared so." 'They didn't receive that until yesterday (Wednesday),* said Weber. "Right now they've Just reviewed their judiciary rules and procedures and the Internal working of the court." Student Senator Richard Carrillo, one of several students who helped circulate petitions against Good and Nlkssarlan, had nothing to say about how he expects the court to decide. 1 don't want to make a statement until the court makes a decision," he said. "We are Just waiting for the Student Court to listen to our grievances." The question to be answered is this: What actually happens to your.cleaning deposit money after you have made that payment at the beginning of the year? . The money used for the deposit cannot be utilized by the tenant but It can, however, be utilized by the landlord. Once in the hands of the landlord, he Is free to Invest that money ln many different areas and thus make money off your money. ^. A perfect hypothetical example of this situation would be Mr. Jones who owns a 100 unit apartment complex. For each apartment there Is a $25 security deposit plus a $25 cleaning deposit, total deposit Is $50 per apartment. Mr. Jones then has $5,000 ln deposit money to Invest. ^^ ; $300 FBOM TENANTS If be places this money In the bank at a 6 per cent Interest rate he ,1s earning $300 off of bis tenants. This may not sound like very much money, but ln the long run, It is very possible that a landlord could make a lot more money than this. Consider an apartment owner who has several 200 u>ilt apartment complexes. If he were to require you to pay your first and last month's rent when you move ln, your apartment owner has the interest-free use of your last months' rent money for a whole year. Imagine if you pay $150 a month rent. At 6 per cent Interest, your apartment owner Is making $9 off of you. If he Is making $9 off of you, Imagine how much he Is making off 200 apartments — he is earning $1,800. TheseJ figures are appalling. We can no longer stand by and watch ourselves being taken advantage of. The time to act Is now. ^ 40 PER CENT RENT According to the 1970 Fresno County Housing Census, almost 40 per cent of the population ln Fresno County rent their housing unit (they do not own It). If 40per cent of Fresno County's population pay their first and last month's rent at the same time or make cleaning and security deposits, or even Just a deposit for a room key, the amount of money the apartment owners, home owners, etc., are making Is astronomical. Students for Consumers Is asking why has legislation not been passed ln California to do away with this mass rip-off. The answers have yet to be found. However, Students for Consumers is launching an all-out investigation on this matter. s We have discovered that Pacific Gas and Electric, which requires a $45 deposit before turning on your gas and electricity, now applies to your account the 6 per cent Interest which they have earned off your money. A spokesman for the company told us, "We do this for our protection, because we're using your money." APPEARING Pacific Telephone also refunds your accumulated 6 per cent interest on your phone deposit. Once again, we may ask: "Why do tenants not get the 6 per cent Interest that is by all rights theirs from the cleaning and security deposits and last month's rent payments?" Someone Is definitely getting fat off our money and It certainly Is not the tenant. If any action Is going to be taken, tenants are going to have to organize. The Student Court Is not ready
to make any decisions on the
