The Daily Collegian LXXIV/125 .FRESNO STATE COLLEGE, FRESNO, CALIFORNIA THURSDAY, MAY 1,1969 Othmar Burger named new Ag dean; takes post in fall The new dean of the School of Agriculture will be Dr. Othmar J. Burger, now assistant dean and professor of Agronomy at the College of Agriculture and For¬ estry of West Virginia Univer¬ sity. The announcement was made by Dr. Harold E. Walker, FSC acting president. Dr. Burger will assume his duties on Sept. 1. The appointment follows the return of Dean Lloyd Dowler to teaching after a distinguished 18-year career as FSC's first Dean of Agriculture. During that period the school became one of the most outstanding of Its kind In the nation. Dr. Burger brings to his new post a combination of administra¬ tive and teaching experience ob¬ tained at West Virginia and Iowa State Universities His back¬ ground Includes a broad spec¬ trum of Involvement In pro¬ fessional, civic and student ac¬ tivities. Dr. Burger's research ac¬ tivities Include special empha¬ sis on farm crops and Irri¬ gation. He Is the author of many professional articles and pub¬ lications. In 1963, he was a member of the two-man consultant team which visited Kenya, Uganda and Tanganyika, East Africa. Laa ROTC emphasizes thinking, leadership Despite the many calls for the abandonment of the Air Force Reserve Officers Training Corps (AFROTC) on the Fresno State College campus few critics have come forth with substantial reasons to back such a proposal. One of the many problems that cloud the Issue Is that few people really know what they are talking about In reference to the ROTC programs. •)' The aim of the program on this campus as set 1 forth by Lt. Col. Karl R. Baumwell, chairman of the air science department. Is to develop a 'man who can think creatively to administer and manage material and personnel' in the framework of the military. In all respects this aim lsx the basic goal of a bachelor of arts degree In business administration, agriculture business management or public ad¬ ministration. The only function that varies in the AFROTC program Is that the student upon gradua¬ tion will enter the Air Force. At¬ tached to the 4th Marine Division in the Pacific, he served with dis¬ tinction. He was awarded two presidential unit citations, the Bronte Star and the Purple Heart (the latter two for action at Iwo Jlroa, where he was wound¬ ed). Chem quizzes slated for frosh The Chemistry Department will host a competition for freshmen students in Chemistry 1 A or B Friday. Faculty members will quiz the students and award chemistry handbooks and scrolls as prises. Winners will also attend the awards banquet to be held May 16 at the Hacienda Motel. All freshman chemistry ma¬ jors may enter. Senate debates election turnout, campus police school elections and role of po¬ lice at Fresno State College were discussed at yesterday's Student Gary Daloyan, School of Pro¬ fessional Studies Senator, issued a protest concerning a violation of Student Senate bylaws on sen¬ ator elections from the individual Daloyan's objection was that since the Air Force Reserve Of¬ ficer Training Corps was listed as a minor, students taking the e eligible to vote In the School of Studies and In their major sub¬ ject's election. BlU Enna, College Union Sen- ator-at-large, said that this was also true of education credential candidates. Currently, students are eligible to vote only once In their major. Randy Walsh, first vice presi¬ dent, termed the elections as having a "lousy turnout, which represented disorganization". He said that there was definitely a need to revamp election proce¬ dures before the end of this year. An ad hoc committee on school elections was formed to gain-a- general understanding and to find a way to make future elections more uniform and coordinated. Their recommendation will be submitted to the Student Senate. Douglas F. Bambridge, chief of security at FSC, discussed park¬ ing regulations, restrictions, crimes and the policeman's role on the campus. Bambridge explained that areas of FSC are under the Jur¬ isdiction of the Fresno City, County and Clovis Police De¬ partments. In the case of fel¬ onies where the FSC police "had the manpower, but not the facil¬ ities or equipment for the further investigation of these crimes, other Jurisdictions would be called In." Presently, the main campus is under Fresno City Jurisdiction. The east and north campus pro¬ perty is under Clovis and Fresno County Police Jurisdiction, re¬ spectively. The president of the college Is required to call in outside police when there are campus dlstur-' Walsh asked If there were any Chlcanos or Blacks on FSC'epo- lice force. Bambridge said a Chlcano had been on the police force for over a year and a Black was Joining on May 19. This will increase FSC's secur¬ ity force to 12.
