The DaUy CoUegian Thursday, March at, 1966 LETTERS EDITORIAL The new proposed Fresno State College As¬ sociation bylaws are a culmination of three years of research, 18 months of hard study and two weeks of compromise. If FSC students pass the new bylaws in April, they will have made a somewhat revolutionary step for student power and control of the campus. Two areas in the bylaws spell out this new power for the students. The section concerning the new Student Senate and its makeup is"one of these areas. The Student Senate, which is a new political animal itself, will be predominate¬ ly controlled by senators representing the sev¬ en college schools. This new shift in repre¬ sentation is far more representative than the present Student Council. We can expect new political power groups to be formed on campus. These groups should form, for organization generally follows the power. When a senator speaks, he should carry far more respect than someone who represents an individual club or fraternity. Only time will tell whether students take on the challenge and responsibility of this newly created power, but the power is now there and it will be there for the future. The corpor¬ ate seal shall consist of a circle, having at its circumference the words, •FresnoStateCoUegeAs- soclatlon, Inc.*, and Inside the circle the foUowing words and figures, 'Incorporated June 12, 1961*. Any others the Board of Direc¬ tors may appoint or who are otherwise provided for in these bylaws. Clause n The Board of Directors shaU have the authority to enter Into contracts and fix tho price of admission for all games, contests and entertainment undertaken by the Association. Clause HI The Board of Directors shall prepare and approve an an¬ nual budget for the Fresno State CoUege Association, Inc. a. The Board of Directors shall have the power to employ a Gen¬ eral Manager and other employ- b. The Board of Directors shaU have the power to fix the duties and salaries of the General Man¬ ager of toe Association and other employees. c. The General Manager shall be toe acting secretary of toe Fres¬ no State CoUege Association, Inc. d. The General Manager of the Association shall be toe Execu¬ tive Secretary of the Board of Directors and shaU be responsi¬ ble for compiling and distribut¬ ing the minutes of this board. He shaU be responsible for notifying the members of the board con¬ cerning toe time and place ot the meetings. Clause V The Board of Directors shall set toe amount of the Asso¬ ciation membership fees within authorized limits. Clause VI The Board of Directors shaU be responsible for toe en¬ forcement of these bylaws. Clause VU The Board of Direc¬ tors shaU determine the official awards or emblems and tho eligi¬ bility requirements tor official awards and emblems for partici¬ pation tn Association activities unless .otherwise specified In SECTION A The" officers of toe Fresno State College Association shall be a President of toe Association; First Vice President of toe As¬ sociation; Second Vice President of toe Association (herein re¬ ferred to as toe Student Body President, Student Body First Vice President, Student Body Second Vice President); two (2) Senators from each undergradu¬ ate class; Fourteen (M)Senatora selected from toe following areas of toe coUege: School of Agri¬ culture, School of Arts and Scl- nncos, School of Business, School ot Education, School of Engineer¬ ing, School of Professional Stud¬ ies, Division of Social Work; Four Senators-at-Large designated as follows: Senaior-at-Large, Arte and Lectures; Senator-at-Large, Athletics; Senator-at-Large, CoUege Union; Senator-at- Large, Publications. SECTION B Qualifications Clause I Any student who obtains a grade average of 2.25 based on the total number ot units of col¬ lege work completed prior to nomination shati be eligible tor election to office In toe Fresno State CoUege Association, Inc., provided other conditions set forth in these bylaws are met. Clause IV All regular and special meetings of the Board of Direc¬ tors shall be open to any member of the Association. Clause V The Board of Directors may by a three-fourths (3/4) ma¬ jority vote cati an executive ses¬ sion limited to voting and non voting members for the purpose of discussing personnel matters. Clause VI Any voting member of the Board of Directors may name as his proxy any non voting mem¬ ber of that Board providing he makes his wish known to toe Chairman. There shall not be (60) unite of coUege work prior to nomination. The Student Body President's last two (2) consecu¬ tive semesters of coUege prior to taking office shaU have been completed at Fresno State Col- Clause m The Student Body First and Second Vice Presidents aad Senators-at-Large shall have completed not less than forty-five (45) units of coUege work prior to nomination. To be eligible for nomination for these offices, a candidate must have completed his previous semester of college work at Fresno State College. Clause IV To be eligible as a candidate for a class senate seat, a student must be a member of a particular class, the class to be determined by toe numberof units completed and currenUy pro¬ grammed. Such determination wlU be made on the following ba- Freshman 7 to 27 units Sophomores 28 to 50 units Juniors 57 to 84 units Seniors & Graduate Students 85 and above Clause V To be eligible as a candidate for a school senate seat, a student must meet the requirements set forth by that SECTION C Selection of Offl- Clause I The Student Body Pres¬ ident, Student Body First Vice President, Student Body Second Vice President, Senators-at- Large, and the Senators of toe Sophomore, Junior and Senior Classes shaU be elected not later than seven (7) weeks prior to toe end of each spring Clause II The school Senators shall be selected by toe various schools of toe coUege not later than five (5) weeks prior to toe end of each spring semester. Clause m The term of office for elected and appointed officers of the Association shall be July 1 to Clause IV The Senators of toe Freshman class shall be elected not later than four (4) weeks af¬ ter toe beginning ot the fall se¬ mester and snail hold office until June 30. Clause V The Senators-at-Large shall be elected by a vote of toe entire student body. The election ballot shall clearly indicate which of the four Senator-att-Large po¬ sitions each candidate is seeking; Senator-at-Large, Arts anflLec- tures; Senator-at-Large, Ath¬ letics; Senator-at-Large, Col¬ lege Union; Senator-at-Large, Publications. Clause VI The Senators of each class shaU be elected by a vote of those students designated as members of that class on toe fol¬ lowing basis ot units completed and currenUy programmed: Clause VU The class Senators shaU be elected at toe Primary Election, with toe two (2) candi¬ dates receiving toe greatest num¬ ber of votes from each class be¬ ing elected. If there Is a tie for the second position, there shaU be a run-oft between the tied candidates at toe General Elec- Clause vm Each student voting for class Senator may vote for no more than two (2) Clause X The school Senators shaU be selected to a manner prescribed by toe various schools of toe CoUege. Clause XI The school Senators shall be apportioned to toe vari¬ ous schools of toe College to a proportion relative to toe number of students with majors declared to each school. This apportion¬ ment shaU be made by the Stu¬ dent Court at least twelve (It) weeks prior to toe end of toe spring semester. No school of toe CoUege shall Clause xn Resignation from any elective or appointive office of the Association, unless other¬ wise provided for to these by¬ laws, shall be submitted In writ¬ ing to toe Student Senate two (2) weeks prior to toe effective date of such resignation. Clause XUI AU new officers at toe time of their election shall automatically become non voting members of those boards or com¬ mittees on which they wUl serve. Clause XIV Any A fleer shall be Ineligible to hold another Association office or editorship of an Association pub¬ lication during his term of office. SECTION D Powers and Duties Clause I Student Body President. a. The Student Body President Is responsible to the student body through the Student Senate. b.The Student Body President shall be a voting member of the Board of Directors. c. The Student Body President shaU be a non voting member of the Student Senate. d. Any measure passed by the Student Senate may be vetoed by .the Student Body president pro¬ vided he notifies toe presiding officer of the Student Senate to writing by twelve noon of toe third school day foUowing toe passage of toe measure in ques¬ tion. The notification to toe Stu¬ dent Senate must state toe rea¬ sons for toe veto. The Student Senate may repass a measure over the Student Body President's veto by a simple majority vote. e. The Student Body President shaU appoint, with the approval of the Student Senate, toe students who serve on coUege committees. f. The Student Body President ' shaU submit to toe Student Senate a list of candidates for member¬ ship on toe Student Court. g. The Student Body President shaU be responsible for toe im¬ plementation of any policies and actions of the Student Senate that do not tall under the Jurisdiction of other boards, committees, or elected or appointed officers as set forth to these bylaws. h. In toe event of a vacancy dur¬ ing toe term of office of any elect¬ ed student body officer, or to toe event any student body officer- elect is unable to assume office. 1-Elect shaU, with toe approval of toe Stu¬ dent Senate or student Senate- Elect appoint a suitable student to fill toe vacancy. Clause U The non voting mem¬ bers of the Board of Directors shall consist of the following: The DaUy Collegian Clause vm Loan Fund. a. The Board of Directors shall maintain a fund which shaU be known as the Fresno State Col¬ lege Loan fund. No more than two (2) per cent of toe Fresno State CoUege Association membership fees in any one year shall be ap¬ propriated to the fund. b. The policies and' regulations governing the administration of toe loan fund are subject to approval of toe Board ot Dlrec- Clause DC The Board of Direc¬ tors shaU have Jurisdiction over matters pertaining to the Assocl- actlon not specifically delegated to some other authority. SECTION D Procedures Clause I A quorum of six (8)vot- shlp. b. The General Manager ot the Association. c. The Associate Dean of Students for Activities. d. Any others the Board of Direc¬ tors may appoint or who are otherwise provided for in these bylaws. Clause II Robert's Rules of Or¬ der, latest revised edition, shaU be used to conduct all meetings of the Board of Directors unless the board officially adopts anoth¬ er recognized system of proce- Clause HI A three-fourths (3/4) majority vote of the voting mem¬ bers present shall be necessary to carry any measure, before toe Board of Directors, except cases where a measure has already been passed by toe Student Senate. In these cases, a simple majority of the voting members present shall be necessary to approve toe Clause I The Board of Directors shall have general control and management of the College Union, food services, bookstore, and have control and management of the collection and disbursement of money from fees, athletic games, Association publications, entertainment and of any other activities carried on by the Asso¬ ciation. Clause n The Board of Directors shaU have the authority to enter Into contracts and fix tho price of admission for all games, contests and entertainment undertaken by the Association. Clause HI The Board of Directors shall prepare and approve an an¬ nual budget for the Fresno State CoUege Association, Inc. a. The Board of Directors shall have the power to employ a Gen¬ eral Manager and other employ- b. The Board of Directors shaU have the power to fix the duties and salaries of the General Man¬ ager of toe Association and other employees. c. The General Manager shall be toe acting secretary of toe Fres¬ no State CoUege Association, Inc. d. The General Manager of the Association shall be toe Execu¬ tive Secretary of the Board of Directors and shaU be responsi¬ ble for compiling and distribut¬ ing the minutes of this board. He shaU be responsible for notifying the members of the board con¬ cerning toe time and place ot the meetings. Clause V The Board of Directors shall set toe amount of the Asso¬ ciation membership fees within authorized limits. Clause VI The Board of Directors shaU be responsible for toe en¬ forcement of these bylaws. Clause VU The Board of Direc¬ tors shaU determine the official awards or emblems and tho eligi¬ bility requirements tor official awards and emblems for partici¬ pation tn Association activities unless .otherwise specified In SECTION A The" officers of toe Fresno State College Association shall be a President of toe Association; First Vice President of toe As¬ sociation; Second Vice President of toe Association (herein re¬ ferred to as toe Student Body President, Student Body First Vice President, Student Body Second Vice President); two (2) Senators from each undergradu¬ ate class; Fourteen (M)Senatora selected from toe following areas of toe coUege: School of Agri¬ culture, School of Arts and Scl- nncos, School of Business, School ot Education, School of Engineer¬ ing, School of Professional Stud¬ ies, Division of Social Work; Four Senators-at-Large designated as follows: Senaior-at-Large, Arte and Lectures; Senator-at-Large, Athletics; Senator-at-Large, CoUege Union; Senator-at- Large, Publications. SECTION B Qualifications Clause I Any student who obtains a grade average of 2.25 based on the total number ot units of col¬ lege work completed prior to nomination shati be eligible tor election to office In toe Fresno State CoUege Association, Inc., provided other conditions set forth in these bylaws are met. Clause IV All regular and special meetings of the Board of Direc¬ tors shall be open to any member of the Association. Clause V The Board of Directors may by a three-fourths (3/4) ma¬ jority vote cati an executive ses¬ sion limited to voting and non voting members for the purpose of discussing personnel matters. Clause VI Any voting member of the Board of Directors may name as his proxy any non voting mem¬ ber of that Board providing he makes his wish known to toe Chairman. There shall not be (60) unite of coUege work prior to nomination. The Student Body President's last two (2) consecu¬ tive semesters of coUege prior to taking office shaU have been completed at Fresno State Col- Clause m The Student Body First and Second Vice Presidents aad Senators-at-Large shall have completed not less than forty-five (45) units of coUege work prior to nomination. To be eligible for nomination for these offices, a candidate must have completed his previous semester of college work at Fresno State College. Clause IV To be eligible as a candidate for a class senate seat, a student must be a member of a particular class, the class to be determined by toe numberof units completed and currenUy pro¬ grammed. Such determination wlU be made on the following ba- Freshman 7 to 27 units Sophomores 28 to 50 units Juniors 57 to 84 units Seniors & Graduate Students 85 and above Clause V To be eligible as a candidate for a school senate seat, a student must meet the requirements set forth by that SECTION C Selection of Offl- Clause I The Student Body Pres¬ ident, Student Body First Vice President, Student Body Second Vice President, Senators-at- Large, and the Senators of toe Sophomore, Junior and Senior Classes shaU be elected not later than seven (7) weeks prior to toe end of each spring Clause II The school Senators shall be selected by toe various schools of toe coUege not later than five (5) weeks prior to toe end of each spring semester. Clause m The term of office for elected and appointed officers of the Association shall be July 1 to Clause IV The Senators of toe Freshman class shall be elected not later than four (4) weeks af¬ ter toe beginning ot the fall se¬ mester and snail hold office until June 30. Clause V The Senators-at-Large shall be elected by a vote of toe entire student body. The election ballot shall clearly indicate which of the four Senator-att-Large po¬ sitions each candidate is seeking; Senator-at-Large, Arts anflLec- tures; Senator-at-Large, Ath¬ letics; Senator-at-Large, Col¬ lege Union; Senator-at-Large, Publications. Clause VI The Senators of each class shaU be elected by a vote of those students designated as members of that class on toe fol¬ lowing basis ot units completed and currenUy programmed: Clause VU The class Senators shaU be elected at toe Primary Election, with toe two (2) candi¬ dates receiving toe greatest num¬ ber of votes from each class be¬ ing elected. If there Is a tie for the second position, there shaU be a run-oft between the tied candidates at toe General Elec- Clause vm Each student voting for class Senator may vote for no more than two (2) Clause X The school Senators shaU be selected to a manner prescribed by toe various schools of toe CoUege. Clause XI The school Senators shall be apportioned to toe vari¬ ous schools of toe College to a proportion relative to toe number of students with majors declared to each school. This apportion¬ ment shaU be made by the Stu¬ dent Court at least twelve (It) weeks prior to toe end of toe spring semester. No school of toe CoUege shall Clause xn Resignation from any elective or appointive office of the Association, unless other¬ wise provided for to these by¬ laws, shall be submitted In writ¬ ing to toe Student Senate two (2) weeks prior to toe effective date of such resignation. Clause XUI AU new officers at toe time of their election shall automatically become non voting members of those boards or com¬ mittees on which they wUl serve. Clause XIV Any A fleer shall be Ineligible to hold another Association office or editorship of an Association pub¬ lication during his term of office. SECTION D Powers and Duties Clause I Student Body President. a. The Student Body President Is responsible to the student body through the Student Senate. b.The Student Body President shall be a voting member of the Board of Directors. c. The Student Body President shaU be a non voting member of the Student Senate. d. Any measure passed by the Student Senate may be vetoed by .the Student Body president pro¬ vided he notifies toe presiding officer of the Student Senate to writing by twelve noon of toe third school day foUowing toe passage of toe measure in ques¬ tion. The notification to toe Stu¬ dent Senate must state toe rea¬ sons for toe veto. The Student Senate may repass a measure over the Student Body President's veto by a simple majority vote. e. The Student Body President shaU appoint, with the approval of the Student Senate, toe students who serve on coUege committees. f. The Student Body President ' shaU submit to toe Student Senate a list of candidates for member¬ ship on toe Student Court. g. The Student Body President shaU be responsible for toe im¬ plementation of any policies and actions of the Student Senate that do not tall under the Jurisdiction of other boards, committees, or elected or appointed officers as set forth to these bylaws. h. In toe event of a vacancy dur¬ ing toe term of office of any elect¬ ed student body officer, or to toe event any student body officer- elect is unable to assume office. 1-Elect shaU, with toe approval of toe Stu¬ dent Senate or student Senate- Elect appoint a suitable student to fill toe vacancy. A student ap¬ pointed to All such a vacancy must meet toe same eligibility requirements as a candidate for that office. Appointments shall be made and confirmed by toe Student Body President and Stu¬ dent Senate under which toe ap¬ pointee wUl serve. 1.
