EDITORIAL COMMENTS Allen Off Base In Plan'Attack The most severe attack, yet leveled at California's proposed Master Plan for Higher Education has been delivered by Assemblyman Bruce F. Allen (R-Los fjatos). Allen gave state-wide distribution to a four-page type¬ written letter disclaiming the higher education proposal in emotional terms. One of Allen's points was the claim that the master plan would nail the "college door . . . firmly shut for many thous¬ ands of California youngsters." The legislator refers to more strict entrance requirements which would be required at the University of California and state colleges under the plan. The university would limit its enrollees to the top 12Vi per cent of high school students (now 15 per cent). State colleges would be limited to the top one-third rather than the present 10 per cent. Under the master plan, junior colleges would handle rest of entering college students by expansion and addition of new schools. Allen claims students who cannot meet the university and state college requirements would be "shunted off to JC's. What the assemblyman has failed to realize, is that stricter entrance rules will upgrade the entire state system. Junior colleges will play a greater part in the system, rather than perform a catch-all function as he infers. State colleges also would be affected. Tighter entrance re¬ quirements should make a more select student body. Tougher disqualification rules, which were recently put into effect, will keep .students on their toes. We cannot sec where thousands will be denied a college education. Junior colleges will exist for all who can't meet state and university requisites. In addition, tightening up will make high school students more competitive in pr ing for college.
