EDITORIAL COMMENTS Loan Merits Outweigh Faults The Collegian has watched with interest in past months as colleges throughout the country have expressed opinions concerning loyalty provisions in the National Education De¬ fense act loan program. The loan program is designed to provide needy students] ' with loans which can be paid off over a long period at low- interest. This semester alone, Fresno State College distrib¬ uted some ?17.0oo through the program. Many colleges have refused the federal loans because stu¬ dents are required to sign an affidavit of non-allegiance to any organization seeking overthrow of the government in addition to the usual oath to the constitution. Students and administrators have voiced their strong criticism over this "double" swearing of allegiance. They ask why other citizens who lxirrow from the government do not have to submit to such a process. Some colleges say the signing of the "extra" affidavit is contrary to letting students make up their own minds as to what is truth. While we see obviously good arguments for those who would abolish the affidavit, we also sec obviously poor argu ments in those schools which tum down the loan funds. What it amounts to is this: the affidavit has no practica value. It would not stand in the way of a Communist. And does seemingly infer that college students arc not to 1 trusted and so need two loyalty statements before they a: declared "clean." Recognizing this, we still hold that the program is t< good to turn down. It is undoubtedly the best thing that hi happened to enable students with limited incomes to finish j school. Its repayment program may be spread over 10 ; We are in favor of abolishing the extra loyalty affidavi I but disapproval should not be voiced by rejection of the| program. Colleges which shun the loan program are probably hurt ing their own students.
