EDITORIAL COMMENTS Student Unions Up To Solons The recent announcement that $650,900 already appropri¬ ated for a student union building at San Jose State College will not be released by the State Department of Finance, a matter of great concern to Fresno State and all other sti colleges. In effect, it means that no state college can expect a st dent union appropriation from the finance department. It means that FSC cannot expect funds for its student i scheduled for 1961-62. Administrators and concerned students have been w ing the San Jose case with interest Money for a student union was appropriated by the 1957 legislature but was i released by finance officials. If the money is not release June, 1960, it will revert to the state's general fund and will be erased from San Jose books. Finance officials offer a lame excuse for not releasing San Jose money. They say the money was a "consolation r because all other state colleges received residence hall funds in 1957. They say they have not released the money because San Jose later received loan money to build residence halls. The precedent here will apply to all state colleges. Latest statements by finance officials indicate they feel stati leges should finance their own activities buildings. However, there is still one hope to get San Jose's money released and pave the way for other schools' student ui That hope is the state legislature. If the legislature overrides the finance department, and continues the appropriation past the expiration date, state colleges still may get their student unions. Students unions are as necessary for a rounded campus as any other part. If San Jose is to get its money, setting precedent for other state colleges, it will have to come from the same group that originally appropriated San Jose's money three years ago — the state legislature.
