Fres Mr Hans C Sumpf Chair, Advisory Board California State University, Fresi I am writing to you personally to request your cooperation, and to give you a brief background of the review panel members selected to evaluate the per formance of President Norman A Baxter in accordance with the resolution of the Board of Trustees in September. In addition, I will outline the process to be used in this evaluation With regard to the review panel that will be re sponsible for the evaluation, I am pleased that we have been able to identirv three individuals with rep utations for commitment to fair and objective decision making and high academic values Fach has considerable knowledge of the California State University And Colleges and is exper lenced in matters related to higher education Dr Joseph Piatt ,5 president of Claremont Uni versify Center He was a member of the faculty of the physics department at Rochester University for sixteen years, served for twenty vears as presi dent of Harvey Mudd College, and was Chair of the (then) Coordinating Council for Higher Education s Select Committee to Review the Master Plan for Higher Education from 1971-73 Mr Albert Ruffo is a practicing attorney in San Jose, and was a member of the Board of Trustees from 1961-71, serving as its Chair in 1965-67 Dr Raymond Rydell is Executive Vice Chancellor emeritus He served CSUC as a member of the faculty and administration for twenty-one years until his retirement in 1969 Dr Rydell was also professor of history and an administrator at both California State University, Los Angeles and North ridge Each of the above is a person whose integrity and objectivity I know to be beyond question Each is committed to a fair and objective process, arid comes to this task without preconceptions or expectations as to outcome In order for this evaluation process to be truly fair and objective, the cooperation of all major, constituent groups on the Fresno campus is going to be required I urge you to consider this, and to work for widespread cooperation amnd commitment to the integrity of this process among your colleagues Ihe review panel will conduct its evaluation within a specified procedure, described below, and in an independent manner A staff member from my office, Mr. Gary Levine, has been desiginated to work directly for the review panel The review panel will begin immediately in order to provide a report to me in early January I will submit the findings and recommend any necessary actions to the Trustees at their meeting later that Because this is a personnel matter, it must be clearly understood that proceedings and reports of the review panel will be confidential This office will have no further role in the matter until the report is completed The chair of the review panel will convene a meeting of the president and a group consisting of one representative each from the campus academic senate student body association non-academic staff, alumni, and advisory board to identify a list erf individuals to be contacted in the process ol evaluating the performance of the president The review panel may add additional names to the list when in its judgment such action is necessary to ensure that a full range of information is obtained Each constituent group is requested to select its representative to attend this meeting in accordance with its own procedures The meeting will be held during the second week of November, so it is important that representatives be identified quickly Please send or telephone the names of the representatives from your group to Mr Gary Levine The California State University and Colleges, 400 Colden Shore, Long Beach, California 90802 (8-635 5712 or (213) 590-5712) by Monday, Nov 6 The list that results from the meeting of consti tuent represenuiives and the president should contain a representative cross-section of appi mately 30-40 individuals Persons identified should occupy or have occupied positions in which they were in a position to interact with and observe the president over time The president will be asked to prepare a self- assessment document outlining his objectives upon assuming office and analyzing progress in achieving those objectives The review panel will be responsible for developing survey instruments to be used in the evaluation process. Those individuals identified by the constituent groups and the president will be asked to complete and return their responses to the panel by a specified date The survey instruments will have three purposes. First, they will help to assess the general climate on the campus and to gain an overall view of perceptions of the president's performance. Second, they will provide a method by which individuals may express their views to the panel. Third, the instruments will be useful in identifying additional issues which the review panel should consider. The data received from these instruments will be SeePageS Krebs then said he definitely favored limitations on campaign expenditures, 'and you can show that this office can't be bought when you vote.* On the question of national health insurance, Pashayan said that he felt the key quest ion was whether or not a national health plan would involve a huge federal bureaucracy. *l reject any plan based on that approach,* he said. "Do we want to try to solve our problems by creating another huge federal organization with the power to Interfere with our lives?' Pashayan supports national health insurance funded through tax credit, with hospital bills being paid for out of income tax Krebs called Pashayan's plan 'simplistic' and 'double talk * "Has it ever occurred to my opponent that you need money to pay those bills, and when you're in the hospital you have no income?* he asked. Pashayan then responded to a question regarding campaign spending limits by telling the audience that Krebs had recently voted himself a large pay raise. He also said he was opposed to campaign spending limitations because he felt they favored the incumbent, who has constant media exposure by vtrtue of his office. Krebs responded by telling the audience that Pashayan hadn't held a job in three and one-half years, and added. T : The challenger. Republican Chip Pashayan charge and countercharge dealing not only with issues but also personalities. The tone of the debate was set by Pashayan who used the opportunity of speaking first to accuse Krebs of lying to leaders of the Mexican American Political Association (MAPA) by telling them that he supported the h lingual ballot when in fact such was not the Pashayan quoted a statement from the Visalia Times/Delta wherein Krebs stated that he did not favor a bi-lingual ballot 'This Is one of the dirtiest, most unfortunate sides of politics,' Pashayan said 'It says a* far back as the boy scout manual that leaders should be good examples, not the reverse.* Pashayan also said in his opening statement that he considered inflation the number one worry of the country He blamed Congress for authorizing too many dollars, but said that the primary cause of inflation was Congress deficit spending 'We need a congress that spends what it takes in,' he said. 'If we're going to finance a democracy we need to be above board about it and raise taxes.* Pashayan then concluded his opening statement by voicing support for Disney's proposed development of Mineral King In his opening statement, Krebs he misstated his position Krebs then launched Into an assault on Pashayan, who 'drifted from job to job in the federal bureaucracy" and had conducted 'the most deceitful campaign ever held in Fresno county. * My opponent has been an embarass- ment to most decent thinking Republi cans.'Krebs added. Telling the audience that Pashayan was a paid functionary on the committee to re-elect Nixon in 1972, Krebs said, 'and he learned his lesson well.
