This is tbe "oilier S&L cri¬ sis,** the one plaguing state and local governments. The repercussions are wide¬ spread. Oakland, Calif. lengthened its street repair cycle from 25 to 125 years and the 1990 earthquake grimly revealed the neglect. Prince George's County, Maryland, closed schools for seven days last year. Rhode Island closed most state services for several days in 1991. . As we consider solutions, we will confront some tired myths. Some will blame waste, despite the years-old war on waste and effort to. "institute efficiencies" already underway in most states. A few will complain about wel¬ fare, despite the fact that it ac¬ counts for roughly three percent of state and local budgets in 1990— down from 1975 levels.
