Carter Staff Writer The CSU Board of Trustees have approved a 40 percent increase in student fees for the 1992-93 school year. The trustee's action is a result of Gov. Pete Wilson's budget, which proposes a small increase in its general fund allocation to the CSU system from $1.64 million in 1991 -92 to $1.66 million in 1992-93. The general fund allocation falls short of the trustee's budget by approximately $130 million. Kim Williams, Chair of the California State Student Senate Association (CSSA), said, "We're on our own; they (the trustees) do not understand what they are doing to the students. They are locking us out. U fees are raised, ifs like showing the students the door." CSUF President John Welty said Gov. Wilson had two choices: cut enrollmentin the CSU systemby 30,000 or raise fees. Welty said the finance committee of the board will meet Feb. 19 to make its final recommendation to the legislature. Staff writer CSUF President John Welty presented his plan for the future to the Academic Assembly last week and called the future bright if the right steps in the coming months are taken. The plan includes steps to deal with the fiscal plight, to initiate a review of our intellectual climate and focus on building a stronger university community. A CSUF 2000 commiyee has been appointed to identify the strengths and weaknesses of the university, as well as its regional needs. The committee will be soliciting comments from the entire university community. Welty said it is important that the university begins thinking about its future and fashion it to suit its wants and needs. "We musr**oe more pro-active and less reactive," said Welty The budget is sure to be one of the biggest issues this semester. Welty said the school will start this fiscal year with $65 million less than what we had in 1990. However, Gov. Peter Wilson's 1992- 93 budget recommends that the CSU system receive the same amount of money it received last year. The recommendation actually means another reduction. Thomas, a concerned CSUF student interested in starting a support group for students infected with HIV or AIDS, disagrees. "I definitely am concerned about *&.j?.j* *£.* * fit *''■■*'lie*** * **>*"*** the students who are infected with HIV because they're really depressed and many feel that there is no point in graduating so they'll just drop out" Thomas is looking for someone to facilitate a support group, someone with counseling skills to meet with a group of infected students, their friends and family, and students who have had someone close to them die of AIDS. The CSUF Health Center hasn't had requests for a support group for HIV or AIDS infected students, according to Gitchel. "Many people prefer to go somewhere else for counseling," Gitchel said. "We're guessing the need for support is more from family and close friends.*' Concern for women with AIDS is growing almost as fast as the rate of women with AIDS.
