BILINGUAL BALLOTS. Language minority provisions of the Voting Rights Act were set to eliminate discrimination and ensure voting participation of citizens of language minorities. Still, reports continue about the lack of bilingual poll officials and challenges against bilingual ballots continue in Congress and at the polling place. A top civil rights expert comments on issues of access to the ballot box and the growing use of Spanish in the current political campaign season.
