Governors are chosen for their
knowledge of and contribution to the
Central San Joaquin Valley. They authorize
and control all grants made from the
funds of the Foundation, in accordance
with the terms, if any, governing each fund.
Members appointed are "to act in their
own right and not as a representative
of any interest group."

Community foundations
favored by U.S.
Treasury regulations
After several years of study the U.S. Treasury,
in January 1977, issued regulations governing the
operation of community foundations. These
regulations divided charitable organizations
into: 1. public supported and 2. private
foundations. Private foundations are subject
to a four percent excise tax on investment
income, a mandatory rate of annual charitable
disbursements, limitations on operations
and extensive record keeping and reporting.
None of these apply to the Fresno Regional
Foundation which is classified as a publicly
supported organization.
A donor to the Fresno Regional Foundation
may expect the maximum income and state
tax deductions allowed by law, plus the lowest
charge for operational expenses. A donor may
also have the pleasure of addressing the
charitable needs of the area and knowing that
as times and circumstances change, the flexibility
of a community foundation provides for such
change. This flexibility and security are
provided through a nine member Board who
serve without pay and are selected by various
segments of the community for their experience
and insight.
