The Court has the power to initiate investigations even though a protest has not been filed, and it also has the power to impose penalties. STUDENT-FACULTY COMMITTEES ■pRESNO State College is unique in that it has students as voting members on all the college boards—but what is even more unusual, there are even voting student members on all but one of the faculty committees. Student representation on faculty committees was initiated on a trial basis by former President Frank W. Thomas in the spring of 1947. And today, the students are not only represented on the committees, they have a vote too. The Health Committee has three student representatives, while Public Information, Guidance and Counseling, Library, Planning and Advisory, Scholarship, and Curriculum committees have two students each. Student members of the Curriculum Committee do not have a vote as the work of that committee is directly under the California State Legislature.
