Fees and Expenses 68 2004-2005 California State University, Fresno General Catalog Returned Checks. Writing a bad check is against the law. Recipients of bad checks may sue the payer in Small Claims court for three times the amount of the check or $100, whichever is more. In addition, suit may be made against the payer for the face value of the check and all court costs. (California Civil Code, Chapter 522, Section 1719.) Writing a bad check will result in the following. 1. The student’s university records will be attached and the student will be denied all services. 2. The student will be charged $20 for processing. 3. Enrollment of classes will be cancelled. Once enrollment is cancelled, the stu-dent will not be reinstated. • Payment of returned checks must be made with a cashier’s check or money order. • Personal checks will not be accepted, including checks written by a friend or relative. • Placing a “stop payment” or closing an account will not release the student from financial obligation nor will it automatically drop the student from enrollment. (California Administra-tive Code, Tile 5, Section 42381) Fees and Debts Owed to the Institution Should a student or former student fail to pay a fee or a debt owed to the institution, the institution may “with-hold permission to register, to use facilities for which a fee is authorized to be charged, to receive services, materials, food or merchandise or any combination of the above from any person owing a debt” until the debt is paid (see Title 5, SOURCE OF FUNDS AND AVERAGE COSTS FOR 2002-03 CSU BUDGET (Projected Enrollment: 321,132 FTES) Average Cost Amount Per FTE Student Percent Total Cost of Education $3,213,710,000 $10,007 100.0 •State Appropriation 2,680,280,000 8,346 83 •Student Fee Support 533,430,000 1,661 17 California Code of Regulations, Sections 42380 and 42381). Prospective students who register for courses offered by the university are obligated for the payment of fees associated with registration for those courses. Failure to cancel registration in any course for an academic term prior to the first day of the academic term gives rise to an obligation to pay student fees including any tuition for the reservation of space in the course. The institution may withhold permission to register or receive official transcripts of grades or other services offered by the institution from anyone owing fees or another debt to the institution. If a person believes he or she does not owe all or part of an asserted unpaid obligation, that person may contact the business office. The business office, or another office on campus to which the business office may refer the person, will review all pertinent information and will advise the person of its conclusions. Estimate of Expenses The basic expenses for attendance at California State University, Fresno for a year (two semesters) for full-time students who live away from home are approximately $12,706. This figure is exclusive of the Nonresident Tuition Fee but includes an estimate of such personal items as clothes, laundry, and incidental expenditures. Students who live at home or share apartments with other students and commute to the campus are able to reduce their expenses considerably below the estimated figure. The cost of room and board may also be reduced by cooperative living arrangements or part-time work in exchange for room and board. Note: registration fees estimate is for California residents. Room and Board (average) ....... $6,618 Registration Fees ............ $2,414-2,624 Books and Supplies (approx.) ... $1,000 Average Annual Cost of Education and Sources of Funds Per Full-Time Equivalent Student. The 23 campuses and the Chancellor’s Office of the California State University are financed primarily through funding provided by the taxpayers of California. The systemwide cost of education is defined as total support expenditures (State University Fee revenue and General Fund support appropriations) divided by the number of full-time equivalent students. The total 2002/03 state General Fund appropriation to the CSU (not including capital outlay funding in the amount of $481,178,000) is $2,680,280,000 and campus budgeted State University Fee Revenue is $533,430,000, for a total of $3,213,710,000. The $3,213,710,000 total cost of education for CSU must provide support for a projected 321,132 full-time equivalent students (FTES). The number of full-time equivalent students is determined by dividing the total academic student load by 15 units per term (the figure used here to define a full-time student’s academic load). The 2002/03 systemwide cost of education per full-time equivalent student is $10,007. Of this amount, the average student fee support per FTE is $1,926. (The State University Fee and campus fees that must be paid to apply to, enroll in, or attend the university are included in the average costs paid by the students. Individual students may pay less or more than $1,926, depending on the campus and whether student is attending part-time/full-time, or is a resident/nonresident student. Also, other campus fees may be charged that are not required of all enrolled students, which include user and penalty/deposit fee types). VIP Bike Registration. The Volunteer Identification Program is available free of charge on our campus. With this service your bike is engraved with your driver’s license number or a serial number and is listed on a statewide computer system if stolen. Forms for VIP registration are available at the University Student Union information desk, the residence halls and the Commons #4 Office, and the Campus Security Office.
