Condemning the treatment of Japanese Americans as discrimination based on race,the ACLU reports show that during the past year, state legislatures have passed bills prohibiting ownership of land by Japa- nese aliens or by trustees for them. Arkansas has prohibited the ownership of land by Japanese Americans. Al- though declared unconsti- tutional by the Arizona Supreme court, the state passed a statute requiring public registration of all property transaction with all persons of oriental descent. The report indicates that the situation has been somewhat relieved by permit- ing loyal evacuees to leave re locution centers and re- settle outside the military zones, by accepting volun- teers of Japanese ancestry into the Army, and by al- lowing men in uniform to return to the evacuated area. The report praises the WRA for its policy favor- ing the release of loyal Japanese Americans from re- location centers and con- demns the Dies Committee for its campaign to ob- struct the government pro- gram. ===TRANSFERS=== Tetsuzo Nakagawa and Louise, Gladys, Elsie; To- shiharu Koga, Kina Takemoto, from Tule Lake, Calif.
