and dedication. The facilities and personnel of our laboratory have been evaluated as one of the best and certainly well suited to render service to a comprehensive health center. The X-ray Department has been re-located and expanded. From its original five radiographic rooms we now have twelve. We have utilized much of the equipment we already had and the additional areas have been equipped with the latest and most modern x-ray equipment. Under the leadership of Dr. Norman Keep and his assistants we now have the facilities and are able to render a complete, sophisticated and modern x-ray diagnostic service. The Emergency Department is being rebuilt and expanded into the area formerly occupied by the Diagnostic X-ray department. Presently our emergency department has provided medical services on an on-call basis from our medical staff. Upon completion by mid 1972 of our present expansion program the department will be staffed with qualified medical personnel to provide 24 hour service in all categories of medical care for both in and out patients. The hospital's former entrance, lobby and gift shop area is now being remodeled to provide facilities for the doctors' study and lounge, as well as offices for the hospital's secretarial personnel to service our medical staff. What we have today is only the beginning. As medical science progresses, as new concepts for treating man for a longer and healthier life develop, we are committed to provide new facilities and services. Our hospital continues to grow and will meet todays and tomorrow's health care challenges. Let us briefly review the activities of the past year. Fresno Community Hospital with a staff of 875 full and part-time employees with a payroll of approximately six and one-half million dollars, provided the following health care services: We had 18,070 admissions with 87,956 patient days. During the year 1969-70 the average stay per patient was 5.9 days. This past year the average stay was reduced to 5.2 days. The reduction of days in the hospital has reduced the cost to the patient per illness. This was achieved through advancements in medical science, developments in hospital care and a vigilant performance by our Medical Staff's Utilization Review Committee who regularly study patient charts and advise attending physicians when a patient should be discharged. Our Surgical Department had an increased load of total procedures, both major and minor, to 8,249. Our laboratory, utilizing its expanded facilities and area only part of the past year, had a very substantial increase with a total of 290,498 tests. Our Radiation Therapy Center has rendered 11,377 treatments and our X-ray Diagnostic Center has provided 39,085 examinations. The Obstetrical Department of Fresno Community Hospital continues to grow. Although the birth rate throughout the country has decreased, there were 2,981 babies born in the hospital this past year. This represents an increase of 608 from the previous year. In line with our complete comprehensive health center approach, we are rapidly becoming the area's leading Obstetrical and Gynecological Hospital. As this trend continues, your Board of Trustees is now investigating the ways and means to expand this department to meet the growing needs of our community. I have briefly outlined our expanded and new facilities with its various departments, its diversified patient care, its sophisticated equipment and the services it has provided our community this past year. But in order to convert this structure into a living institution, rendering tender loving care to one who is physically or emotionally ill, it requires men and women with knowledge, dedication and devotion . . . people who care. I am proud that Fresno Community Hospital has such a staff. The primary avenue for better patient care and certainly the heart beat of Fresno Community Hospital comes through its Medical Staff of almost 400 physicians, under the leadership of its President, Dr. Richard H. Smiley. In my position, as President of the Hospital, I have had the opportunity to work closely with Dr. Smiley and his staff. Usually it is beyond our normal comprehension as to the amount of time the members of the Medical Staff devote to the Hospital's welfare by spending hundreds of hours each year on committees, or as a department head, studying and scrutinizing ways and means to improve and render better patient care. Our staff has gone beyond the call of duty in rendering such services. At this time I would like to extend our thanks and appreciation to Dr. Smiley and all members of the Medical Staff who have rendered an invaluable service to the Fresno Community Hospital during the past year. The responsibility of coordinating all services of the Hospital with its various departments and the patient rests primarily with the administrative staff. Our thanks and appreciation to our Executive Administrator, James D. Helzer, who with his able staff built on people who care, has directed the day to day activities in all phases of the Hospital's operation. Our thanks and appreciation to his department heads, Mr. Robert Fulton, Director of Development; Mr. George Shomon, Director of General Services; Mr. Dennis Milligan, Director of Finance; Mr. Mike Kelly, Director of Personnel; Mrs. Melvina O'Day, Director of Nursing Services; and each and every other manager, supervisor and employee of the Fresno Community Hospital, who together with their combined efforts during the past year's most trying times, have continued to provide an institution giving our patients the finest of care. Our appreciation and thanks to Mr. Clifton H. Linville, who unfortunately at this time, due to health reasons has been granted a leave of absence, for his devoted and dedicated service to the Hospital. May we at this time extend him our wishes for a speedy and complete recovery. The Women's Service Alliance, with their 400 members, together with their sponsored teenage auxiliaries, the Candy Stripers and the Red Coats, have given thousands of hours of devoted and dedicated service throughout the Hospital for its daily function and assistance in patient care. Their smiling and cheerful appearances have provided warmth and hospitality to our institution. This year they have provided a great service during our dedication and open house periods in conducting the public tours throughout the hospital. Our thanks and appreciation to Mrs. Lester L. Carruth, President of the Women's Service Alliance for her untiring and unselfish leadership during this last transitional year. The Board of Trustees of Fresno Community Hospital is responsible for the hospital's operation, growth and development. With the building program now almost complete, the Board has the responsibility to make the proper decisions in the areas of finance and development. Each Board Member has given unselfishly of his time to ensure the continued growth and success of this institution. As Chairman of the Board of Trustees I value their counsel and appreciate their devotion to the community. The men who serve as trustees represent a diversified cross section of our business and professional community, thus bringing a balance of counsel and advice. May I present them to you now:
